It's possible the mobo has a failure but nothing visual like pregnant caps or burn marks. If the grease drie out on the cpu's I think it woul boot up then crash because of heat.
I've removed the power supply, it's sure is dusty but does not have a burnt smell. Let us know if you get any changes, also look at the diagnostic LEDs and tell us what you observe. At this point I would make sure there is power to the wall plug, next replace the power cord, next replace the power supply.

I had the same problem with my MAC machine and tried the all above troubleshooting but no vain, I replaced the PS but problem was same.
Unplug the power switch cable tried to turn the system and 200 back powe power cable again. Actual problem found in power switch, its dont pull back properly and switch connectivity force the machine to shutdown. Replace it with new one if your power switch hv repeated issues.
